Ordered under the 1932 Supplementary Program, as a specifically designed IJN seaplane carrier, CHIYODA was later secretly modified as a midget submarine carrier.

Aircraft: 24 floatplanes before modification as submarine carrier. (Normally carried 3 E7K2 “Alf” with one in reserve and 12 E8N1 “Dave” with four in reserve). 12 floatplanes after modification. Equipped with 4 catapults and 5 cranes.
Submarines: 12 Type A, B or C midget submarines.
