Description: Single-engined twin-float reconnaissance seaplane. All-metal structure with fabric covering.

Accommodation: Crew of three in tandem open cockpits.

• One 500 hp Hiro Type 91 twelve-cylinder W liquid-cooled engine, rated at 620 hp for take-off and 520 hp at 1,000 m, driving a two-blade wooden propeller (prototypes and early production E7K1s).
• One 600 hp Hiro Type 91 twelve-cylinder W liquid-cooled engine, rated at 750 hp for take-off and 600 hp at 1,500 m, driving a four-blade wooden propeller (late production E7K1s).
• One 870 hp Mitsubishi Zuisei 11 fourteen-cylinder air-cooled radial, rated at 870 hp for take-off and 850 hp at 2,300 m, driving a two-blade metal propeller (E7K2s).

• One forward-firing 7.7 mm Type 92 machine-gun, one flexible rear-firing 7.7 mm Type 92 machine-gun and one flexible downward-firing 7.7 mm Type 92 machine gun.
• Bomb-load: four 30 kg or two 60 kg bombs.
